Platinum Album
I purchased a framed platinum album for Motown Records, "Hot on the Tracks" by COMMODORES, 1976. I cannot find documentation that this album ever went platinum.

First of all we assume that you are in the US, since you don't say which country you are interested in.
The definitive listing of Platinum records for the US is from the RIAA and can be searched at http://www.riaa.com/goldandplatinumdata.php
If you search for "COMMODORES" the earliest album listed is "Natural High" from 1978. So the answer to your question would seem to be that "Hot on the Tracks" was never certified as Platinum by the RIAA.
Now it could be that the sales were enough to qualify, but the record company just didn't pay for the certification. However given the chart position of the album it would be surprising if it managed Platinum levels.
