Since the Monkees have a released album in June of 2016 does that move them up on the list?
No. For two reasons, firstly because the album has not (yet) done well enough in the charts and secondly because this site only adds new charts when they are at least three years old (for various reasons).
The site you want to look into is http://the MusicID revenue site/ which lists recent chart data

Double Listing - Alternate Title
Per Wikipedia #8 & #34 (Randy Scouse Git) are the same. Apparently this term is taboo to British audiences?!
We've changed the title to "Alternate Title (Randy Scouse Git)" to make it clear.
Given that the term comes from a character in a satirical TV comedy show I would suggest that in the UK the phrase is usually understood to be of comic intent (although being a Southerner I wouldn't dare test that in a Toxteth pub).
